The quickest but most painful way would be to completely reinstall unreal and only install what's needed to play on the servers. No extra mods, skins etc.. then if it works u can slowly install all your other shit and narrow down the problem.

Plan A would be to disable the hax ;).

Whip out your UT2004 CD, and look in the System folder for any .upl files - copy those off the CD into your System folder and overwrite when prompted.

If you still get the error, uninstall the hax completely, or re-install UT2004.
